Debates on global power relations need to take adequate account of politics and agency, and more importantly the arenas in which they are played out. The literature of IPE, in particular, needs to portray more broadly local dynamics of power and sources of local resistance in its analyses of global trends. Thus, appropriate attention must be paid to the politics of resistance and Brokers and Conveyors of Governance 31 to the engagement of external actors in domestic politics, to the nature of power relations resulting from that engagement, and to the effects of these on policy outcomes on the ground.
Most critical contributions in IPE have not been accompanied by empirical cases that demonstrate the relative inﬂuence of different sources of power and power relations at a certain time and place. Moreover, some analyses in IPE tended to generalize knowledge as the embodiment of ideological representations Brokers and Conveyors of Governance 39 (Cox 1986; Gill 2000), creeds (Strange 1988: 123–127, 1991) or normative frameworks (Bøas and McNeill 2004: 213–214). This has been the case in spite of arguments about the clash of rival ideas as the bases of policy outcomes.
In addressing these issues, this chapter puts forward three theoretical arguments that structure the rest of the analysis. First, that the capacity of the IFIs, in particular the World Bank, to produce and diffuse knowledge on what constitutes good economic policy (good governance) is a powerful ontological instrument affecting the way people perceive and think of economic development. Thus, production and diffusion of knowledge has become a critical factor within the structure of power and global scope of the IFIs, since it enhances their capacity to frame issues and outline solutions.
