If a two-person presidency would promote more moderate judges and justices, what would that mean for the role of the judiciary in deciding cases? Courts often are viewed as engines of social reform. If justices no longer had strong political views, would the Supreme Court change from a leader of social change into a follower of social change that is championed by the president or Congress? As Gerald Rosenberg has observed, the Supreme Court actually plays a surprisingly limited role in implementing social reform.
Moreover, a change to a two-person presidency would not be written in stone. In the end, I may be wrong about the advantages of a coalition presidency, but its potential for substantial benefit gives good reason for a trial run to see whether the functioning of the national government improves. If not, then it would be a simple matter to restore the oneperson executive. And even if a two-person presidency would not be adopted, there is much to gain by its consideration. Other authors have discussed the problems of presidential power and partisan conflict, but no one has analyzed the extent to which they reflect the one-person, oneparty presidency.
